The 2010 Constitution seems to have devolved corruption to the counties.
In compliance with the Constitution, the national government devolved various functions. Purchase of textbooks is done by school principals, head teachers and their committees.
Under the current system, even poor primary school head teachers can now see, feel and manage part of the textbooks' cash.
We must not support corruption in the purchase of books at the school level, as we have in the past seen at the national level.
If the Government is not in a position to tame the runaway corruption, then let it devolve the vice to lower levels like schools where it can be contained by mere orders from a Cabinet secretary.
Corruption will be very difficult to contain at the national levels, where the untouchables have mastered it.
Education Cabinet Secretary Fred Matiang'i cannot purport to visit less than 50 schools and conclude that purchase of books is riddled with corruption.
Let him provide statistics and empirical evidence.
