
Former Administration Police (AP) deputy commandant George Macgoye has returned to the disciplined forces after he was appointed to the National Youth Service (NYS).
Macgoye has been deployed from the ministry of Lands, Housing and Urban Development to that of Devolution and Planning as Senior Deputy Secretary, NYS.
In a circular dated 28th May 2015, President Uhuru Kenyatta’s Chief of Staff and Head of Civil Service Joseph Kinyua communicated the appointment of the ex-AP boss, who also served as deputy commissioner of Kenya Prisons Service in the past.
“The posting have been agreed upon and should be effected immediately,” Kinyua’s circular OP/CAB.6/11A to all Cabinet Secretaries and Authorized officers reads in part for the posting of 8 senior officers through the central human resource management postings. The circular is copied to Public Service Commission (PSC) secretary Alice Otwala.
The appointment is likely to cause confusion on the exact rank that Macgoye shall hold at NYS following last year’s deployment of Adan Gedow Harakhe as Senior Deputy Director General.
Ordinarily, Macgoye should now be the deputy of NYS Director General Nelson Githinji whose rank within government is Secretary as Harakhe’s rank is Under Secretary.
Dr. Githinji was hired from the private sector as State House Comptroller, a rank similar to that of PS but after he fell out with former first lady Lucy Kibaki, he was deployed to the ministry of Sports as Secretary from where he was moved to in 2013 to replace Kiplimo Rugut.
Yesterday, Dr. Githinji confirmed that he had seen the circular but was not in a position to explain which office the career police officer will fit in the hierarchy of NYS.
“As you know NYS is a disciplined service and we don’t have such a position within our rank. My understanding is that the deployment is an administrative one which will be done at the ministry,” He said on phone from Kisumu.
Devolution and Planning PS Peter Mangiti however downplayed any confusion saying that, already the position of senior deputy director general is filled, Macgoye will occupy the position of civilian section within NYS.
“That has yet to be decided and will be done once he is here. Harakhe has filled the rank with disciplined service and Macgoye will take the civilian one,” PS Mangiti added.
Mr Harakhe, a former deputy county commissioner and under-secretary in the Devolution ministry, was recently appointed by Cabinet Secretary Anne Waiguru to his current post.
“Adan Harakhe, P/No 1989061122, has been transferred to this ministry as an under-secretary. This is to inform you that it has been decided he be deployed to the NYS as a senior director general in charge of administration. He shall be in charge of all support services (head of procurement, human resource administration and finance matters) under the supervision of the director general,” reads a letter signed by Eng. Mangiti to Dr Githinji and dated November 27 last year.
Police are currently camping at NYS to investigate an attempt to siphon about Sh826 million from the IFMS system.
Harakhe, who is the holder of the Authority to Incur Expenses (AIE), insisted he had not approved the same, claiming that an unauthorized person had accessed the system.
