Government yet to release Sh38b medical equipment to counties, say governors

One year after the National Government leased out medical equipment, only three counties have received the machines.

According to the Council of Governors, 10 other counties have received only some of the machines which were valued at Sh38 billion. 

Council Chairman Peter Munya said governors want to know why they have not received this equipment.

“We remember how we were rushed into signing for those machines, but you can now see the results — more than half the counties do not have them,” he said.

Speaking to the press after a full Council of Governors meeting at Enashipai Resort in Naivasha yesterday, Munya called on the National Government to release the machines so that poor Kenyans can benefit from them.

Nevertheless, the Meru governor  said marginalised counties had benefited from cheaper medical services in situations where counties managed healthcare.

 “We now have a vibrant health sector that has significantly brought down the infant and maternal mortality rate from 64 per cent to 44 per cent across the country,” he said.

“Pharmacies are well stocked with drugs while hospitals have health workers with the right qualifications. We have increased accessibility through both tarmacked and murramed roads”.

But the governors protested a move by the Ministry of Devolution to take over the affairs of the defunct Transition Authority, terming it illegal. They demanded that the Intergovernmental Technical Relations Committee (IGTRC) be delinked from the ministry so that it can work independently.

“We wish to state that the IGTRC is not part of the Ministry of Devolution, neither is it accountable to it. The committee is only accountable to the Summit. We will be asking the Presidency to help make the committee independent so it can coordinate the affairs of the Governors Summit as is required by law,” said Munya.

He said the council will push for the increase of budgetary allocation to the committee to allow it perform both the residual functions of the TA as well as the secretarial function to the Summit.

Munya also lashed out at the National Government for failing to disburse funds to the counties on time.

“As we speak some counties are yet to get their January allocations from the Treasury and this has affected many projects in the counties,” he said.
