The education sector is headed for an over-haul if the government ultimately adopts the draft Kenya National Examination Council Bill. The Bill aims, among other things to institute heavy penalties to discourage cheating in examinations. It comes as the education ministry prepares to table another bill, the Draft Teachers Service Commission bill 2012. But education experts say while the two bills are aimed at streamlining the education sector, enforcing the clauses could prove difficult.
