The creation of counties and county governments is perhaps one of the biggest changes in the new constitution that Kenyans expect to feel at the grassroots. They will also have to get used to the idea of two houses of parliament, one of them providing senators from the counties. But the upper house of parliament is not an entirely new thing: between 1963 and 1967 the senate was operational, with 42 districts and 42 elected senators. We spoke to three former senators about the old house and the changes in the new constitution.
