Is the Office of the President broke?

Are some departments in the Office of the President broke or it was just an issue of omission?

A number of civil servants and pensioners are yet to receive their July salaries and are worried.

A number of reasons have been advanced by the departments but there seems to be a problem of leadership.

Some of the accounting officers are said to be sitting on payrolls of the affected civil servants which has affected the delay.

Some banks are said to have refused to pay the salaries in advance as it has been the case until the government releases money to them.

Could the Treasury explain why the problem is there in the first place?
