VIHIGA: A report of an ad hoc committee investigating the source of the county's Sh2.5 billion debt has revealed major irregularities in the award of tenders.
The report, which was tabled by committee chairperson Andrew Ahuga, revealed many loopholes through which the funds have disappeared.
Documentary evidence provided by Governor Moses Akaranga's office indicated a series of anomalies in the award of projects in the financial years 2013-14 and 2014-15.
"The committee noted with concern that single projects were awarded to multiple contractors," reads the report.
The projects included construction of ECD classrooms at Esikhuyu Primary that was awarded to Pecar Investments at Sh991,265 and to Tritek Consulting at Sh1,128,066.
"Construction of Kidundu Stadium awarded to Evisa Construction Limited at Sh10,002,925 and rehabilitation of Kidundu Sports Ground to Evisa Engineering and Construction at Sh10,002,925," the report reads.
The committee noted that renovation of Tigoi Dispensary was awarded twice to Rehebeam Agencies at Sh1,054,515 and Sh1,054,516.
Construction of an ECD classroom at Kaptik Primary was awarded to Savshiv Building and Contractors at Sh1,340,030 and Denamo General Supplies at Sh1,340,080.
Construction and rehabilitation of Lunyerere-Mbale Shalom-Mukingi road was awarded twice to Samkai Building Contractors at Sh3,175,000.
The committee also noted that equipping of Kaptech Borehole was awarded twice to Samart Construction Company at Sh6 million and Sh6,077,180.
It further observed that rehabilitation of the 1km Emukunzi-Mulianyi road in Bunyore was awarded to Arujo Contractors Limited at Sh2,997,173 and also to Aruju General Contractors at Sh2,997,173.
Rehabilitation of the Guluma-Chavogere road in Busali was awarded twice to Haka International Limited at Sh4,361,136 and to Smile Enterprises Limited at Sh4,360,600.
"Rehabilitation of the Bugina-Chetamilu road was awarded twice to Embogo Contractors at Sh3,371,828 and Sh3,021,578, and also to Sonoka Construction Company at Sh3,636,293," the report reads.
Rehabilitation of the Stage Matope-Esongolo road was awarded to Clovers Construction at Sh6,768,222 and to Jubra Enterprises at Sh6,394,879.
Rehabilitation of the 1km Mbale-Ondeyo road was awarded to Malemo Construction at Sh3,587,726 and to M/S Malemo at Sh3,587,726.
