Ombudsman ‘catches’ Ngara Girls’ principal selling eggs

The Ombudsman office has recommended disciplinary action be taken against Ngara Girls’ High School principal for illegally trading in eggs.

Commission on Administration of Justice wants Asumpta Munyasia punished for abusing her office and using her powers to influence the supply of eggs to her school, Upper Hill School, Nembu Girls’ Secondary School and Buruburu Girls’ Secondary School.

Consequently, the Ombudsman has asked the Public Procurement Oversight Authority (PPOA) to take appropriate action against the principal for abuse of the procurement process.

It also wants the Teachers Service Commission (TSC) to take appropriate action against Munyasia for conflict of interest.

The chairperson of the commission, Otiende Amollo, said Munyasia was culpable of two out of the five counts levelled against her. Munyasia allegedly used the school’s van to supply eggs and had also retained ‘ghost’ students on the school register.

Otiende said their investigations revealed that Munyasia had on several occasions used the school van for non-official duties.

The commission further established that there were discrepancies between the actual number of students and number submitted to the Ministry of Education for Free Day Secondary Education Fund (FDSEF) consideration.

Twenty-nine students could not be accounted for, meaning that Sh148,422 was released for non-existent students in Term One of 2014. “It is, however, important to note that there was no direct evidence pointing to the misappropriation of the Sh148,422 shillings,” noted Otiende.

Munyasia was however cleared of three counts, namely employment of ghost workers, assault of a student and failure to call the 2012 Annual General Meeting (AGM).
