Miller to head Independent Electoral Commission

City Lawyer Cecil Guyana Miller has been named the chairman of the Independent Interim Electoral Commission (IIEC).

Mr Miller beat favourites former Kenya National Commission on Human Rights chairman Mr Maina Kiai and former speaker of the National Assembly Francis ole Kaparo to the coveted seat.

Chairman of the Parliamentary Select Committee on constitutional review Mr Abdikadir Mohamed announced on Tuesday his committee and a HR firm had settled on Miller after the early morning interview.

“We have settled on Mr Miller as the chairman of the IIEC, the other eight commissioners will probably be known before the end of the day,” said PSC boss.

Miller beat other contestants including lawyers Maina Wachira, Noorshid Abdala, Koki Muli, Alice Yano and Jackson Kagwe.

The Electoral Commission of Kenya (the predecessor of the IIEC) headed by Samuel Kivuitu was disbanded in January following accusations of bungling the 2007 General Election.

Disputed presidential elections in the 2007 poll and the violence that followed led to the death of more than 1,500 and the displacement of more than 350,000.

A constitutional amendment bill calling for the establishment of a Special Tribunal to try post-election violence suspects was defeated in Parliament last week.

Some Kenyan leaders have called for the suspects to face trial in the International Criminal Court in The Hague, according to recommendations by Justice Philip Waki, who chaired a commission of inquiry into post-election violence last year. He handed a list of suspects to former United Nations Secretary-General Kofi Annan.
