A departing governor of a county near the
city is said to have sensed the public mood and planted seeds that he knew
would torment his successor. The flamboyant governor is said to have gone on a
spending spree using public funds to construct stadiums with artificial turfs
in village outposts, hastening the construction of grand hospital projects and
paved roads at gigantic cost.
The idea, according to insiders in his
departed government was to ensure the resources of the county were tied up in
paying debts thus denying his successor and bitter rival an opportunity to hit
the ground running with delivery of his promised projects.
