Kakamega Governor Wycliffe Oparanya has accused Treasury CS Ukur Yatani of failing to release budgetary allocation to counties on time, thereby crippling their activities.
Mr Oparanya, speaking on a show on Citizen TV on Tuesday, claimed counties had not received their allocation for the last six months.
