Serem anachukua nafasi hiyo kutoka kwa Rebecca Miano ambaye ameteuliwa kuwa Waziri wa Jumuiya ya Afrika Mashariki, Maeneo Kame na Maendeleo katika Maeneo. Katika notisi iliyochapishwa na Mwenyekiti wa Bodi ya Kengen, Samson Mwathethe kwenye magazeti ya humu nchini leo hii, imesema kwamba Serem atahudumu katika wadhifa huo hadi wakati mtu mwingine atakapoteuliwa kwa wadhifa huo. Serem amekuwa akihudumu katika wadhifa wa Meneja Mkuu vilevile mkuu wa wafanyakazi tangu Machi mwaka 2016. Ana tajriba ya miaka 20 katika kitengo cha kuwahudumia wafanyakazi, HR.
