Visiting United States Vice President Joe Biden says it is up to Kenyans to decide on the proposed constitution, but cautions that the country stands to lose foreign investment in the absence of new laws. In yet another apparent endorsement of the proposed constitution, Biden says Kenyans should not be discouraged by leaders using ethnicity, religion and fear to derail reforms.
