The mooted ideas put forward by the FIFA technical director Marco van Basten include the scrapping of the offside rule, more substitutions and swapping yellow cards for sin bins.
The former AC Milan and Netherlands legend was appointed by FIFA as a technical director last year and oversees a number of areas including innovations in technology and refereeing.
In an interview with Sport Bild, he gave his long-term vision for the sport, which included ditching several of the game's sacred cows.

In the clip he says: "Changing in itself is not a quality, improving is a real target. Some of the proposals are discussable, some I don't see any big interest in."
On the rules he would consider and ignore, he says: "Maybe temporary exclusions, the one I don't find interesting is suppressing offside.
"I think offside is what makes the team be together," he adds, explain that it is an intelligent rule and very important for the game.
The FIFA technical director suggested he is looking into these proposals to "improve the game" and make football "more honest, more dynamic and more interesting".
