Governors agree to pay health staff

Governors have agreed to pay health workers who have been on a go-slow countrywide.

"We have elected to ease both the burden suffered by these officers and their families on the one hand, and that suffered by patients when these officials are unhappy, on the other hand," said Council of Governors (CoG) Human Resources and Social Welfare Committee Chairman James Ongwae.

The CoG said health services in the country had been devolved except for interns who are still under the Ministry of Health.

"All health workers in the counties are on the payrolls of the county governments. This, however, excludes interns, who are essentially still in training under the Ministry of Health," said Ongwae in a statement yesterday.

CoG Chairman Isaac Ruto had earlier in the day discussed the issue of the payment of interns with Health Cabinet Secretary James Macharia.

Interns' remuneration

During the meeting, it was agreed that the Ministry of Health remains in charge of the interns' remuneration.

The CoG explained that while health workers in the counties are on county payrolls, the funds for their remuneration come from revenue allocated to the counties in accordance with Articles 202 and 203 of the Constitution.

"The allocation of the funds to the counties is itself governed by the County Allocation of Revenue Bill, which must go through the Senate and the National Assembly first, before getting presidential assent. Before this is done, no funds can be allocated or remitted to the counties at the start of the Government's financial year which begins on July 1," said Ongwae.

The County Allocation of Revenue Bill completed its process in the Senate and in the National Assembly yesterday. This is slightly one-and-a-half months after the start of the current financial year.
