MP Paul Otuoma: Counties unable to manage devolution

County governments have failed to effectively manage devolved functions says Funyula MP Paul Otuoma.

Mr Otuoma said mismanagement, corruption, misplaced priorities and lack of skilled human resource in the counties has made Kenyans fail to benefit from devolved functions.

He added the approach which the counties are using to manage the units will determine whether or not Kenyans will push for devolution in future. “The future of devolution is at stake. It is important that county governments embrace the spirit of devolution or else they will kill it,” he said.

He cited water, health and roads as some of the functions, which after being devolved have led to more suffering for Kenyans than during the days when they were under the national government.

Otuoma said instead of equipping hospitals with drugs and modern tools, most counties were busy spending money on brick and mortar through construction of buildings.
