Raila’s integrity to vie for presidency questioned

Why didn't the NGO petition IEBC to disqualify UhuRuto, the indictees of ICC, from contesting the 2013 elections? Their cases are not closed yet. In fact, they are more liable to disqualification now because they allegedly interfered with witnesses. They spent public funds to fight their criminal wars. Raila is not charged in any court.
