Kenya only has three borstal institutions while approved schools are in pathetic shape  

A student injures two high school teachers in a knife attack; a primary school child attempts to poison her father because he is opposed to her love affair with an older pupil; a teen girl kills another during a fight over a boy; and, of course, the recent high school strikes that have caused destruction of property worth millions.

So far, over 10 schools have reported arson incidents since schools resumed on January 4. And amid the debris, shattered window panes and billowing smoke stand befuddled parents and ill-equipped and overworked teachers pointing fingers at each other, while ministry of Education experts tinker with one policy intervention after another.
