MPs support motion on IEBC reforms select team

NAIROBI: Members of Parliament yesterday supported a motion seeking to form a House select committee to reform the electoral agency.

Leaders of majority and minority in Parliament led their troops to support the motion that opens the way for a negotiated settlement on the Independent Electoral and Boundaries Commission (IEBC).

Moving the motion, Majority Leader Aden Duale (Garissa Town) told the House that although there was clear provision on the removal of IEBC commissioners from office, the issues raised by different actors had necessitated the formation of the select committee.

“The people of Kenya put the IEBC in the Constitution and insulated it against political players. The removal of the commissioners is also provided for in the Constitution. However, some issues have been raised, and it is the mandate of this House to offer leadership in times such as this,” said Mr Duale.

His minority counterpart Francis Nyenze (Kitui West) told the House that the country stands the risk of conducting another disputed election if MPs do not show leadership in the current process.

“I’m happy that both sides have realised that IEBC as constituted cannot deliver a fair result. This select committee will come up with recommendations on its disbandment and selection of fresh members to steer this country to a fresh election,” said Mr Nyenze.

The select committee will inquire into allegations against IEBC and the commissioners and recommend legal, policy and institutional reforms to strengthen the electoral system and processes.

The report will be signed by the leaders of majority and minority in the National Assembly and the Senate.

However, Parliament can either reject or adopt the report to be presented in a month.

The two Houses will vote on the select committee today.
