President Mwai Kibaki has rejected the contentious County Governments Bill that had survived intrigues and intense debate in parliament in the last few weeks. The President sent the Bill back to parliament saying the Bill’s proposals to have the current Provincial Administration security structures under the county governors would be unconstitutional.
