Rais Mwai Kibaki ametia saini na kupitisha mswada wa mipaka utakaowezesha kuanza kwa matayarisho ya uchaguzi mkuu wa mwaka wa 2012. Awali utata ulidhihirika dhidi ya tarehe ya uchaguzi mkuu kutotangazwa na kudaiwa kwamba kuna njama ya kucheleweshwa kwa tarehe ya uchaguzi. Aidha mswada huo wa mipaka ndiyo utakaotathmini maeneo bunge na uchaguzi mkuu wa mwaka wa 2012
