President Uhuru Kenyatta has moved two Principal Secretaries from the Ministry of Education in changes that saw Basic Education PS Belio Kipsang retained.
University Education PS Prof Collete Suda has been moved to the Ministry of Gender in the same capacity.
The change comes as university workers are threatening to down their tools over stalled payment of Sh8.8 billion salary raise for the 2017-2021 Collective Bargaining Agreement (CBA).
Prof Suda was replaced by Simon Nabukwesi.
Desai moved
Nabukwesi is a specialist in Educational Planning and Development, Public Relations, Strategic Management and Foreign Relations. He was a long-serving director of Foreign Service Academy. Late last year, he was moved to be the director of Europe and Commonwealth.
Uhuru also moved Principal Secretary for Vocational and Technical Training Dr Kevit Desai to the same position in the Ministry of East Africa Community.
Kenya Institute of Curriculum Development (KICD) director/CEO Julius Jwan has been nominated to the position of Technical and Vocational Education and Training Principal Secretary.
Dr Jwan has been the engine behind curriculum reforms. He worked under former Education Cabinet Secretaries Fred Matiang’i and Amina Mohammed.
As schools opened this term, he oversaw the rollout of the Competency-Based Curriculum at Grade Four under Education CS George Magoha.
Before his appointment, Jwan had secured a second term at KICD.
Jwan has been in charge of developing the new curriculum that is being rolled out in phases and will eventually be taken in by all learners in public schools.
He has also been an important person in the examination administration process because part of the education reforms he was championing touched on examinations.
During the examination administrations, Jwan was among the senior Ministry of Education officials who criss-crossed the country, braving chilly mornings and long distances to witness administration of the examinations.

His elevation to PS is seen as a major endorsement of his work in curriculum implementation.
In the changes announced yesterday, Uhuru also appointed Mumina Bonaya as the Chief Administrative Secretary (CAS) for Education.
Prof Suda also doubled as Education ministry CAS.
Longest serving
Uhuru, however, retained PS Kipsang who remains the longest-serving senior staff at the ministry.
Kipsang has been the chief advisor to Education CSs.
Having worked at the Ministry of Education longer than most senior staff, he holds the institutional memory and offers critical advice in the general administration of the sector.
Dr Kipsang has been the oil that lubricates the smooth running of the sector, including examinations.
He holds Master’s of Arts and PhD degrees in Business, Economics, Administration and Planning, respectively.?
He has been behind the co-ordination of activities between the ministry and other semi-autonomous government agencies in the sector.
His retention at the ministry by Uhuru is an endorsement of his leadership style and management prowess of the crucial sector.
