EACC arrests 11 in alleged Sh85 million Eldama Ravine NG-CDF scandal

Eleven suspects linked to the mismanagement of the National Government Constituencies Development Fund in Eldama Ravine have been arrested by the Ethics and Anti-Corruption Commission.

The graft agency said the eleven are behind an alleged embezzlement of Sh85 million meant for constituency development projects.

The suspects, who include members of the NG-CDF Committee and sub-county officials, are accused of abuse of office, conspiracy to commit an economic crime, fraudulent acquisition of public property, false accounting by a public officer, and negligence of official duty.

In a statement issued Thursday, the anti-graft agency said investigations were launched following complaints that millions of shillings allocated to the constituency between the 2018/2019 and 2020/2021 financial years could not be accounted for, leading to the failure of several proposed development projects.

“The suspects are facing various charges, including abuse of office, conspiracy to commit an economic crime, fraudulent acquisition of public property, willful failure to comply with the law relating to management of public funds, false accounting by a public officer, and negligence of official duty,” read the statement in part.

Investigators established that the constituency received a total allocation of Sh369,052,479 from the NG-CDF Board during the three financial years under review.

However, the Commission alleges that although only Sh11,506,173 had been budgeted for Monitoring and Evaluation (M&E) activities, a total of Sh85,002,440 was irregularly withdrawn in cash from the constituency account under the guise of M&E expenditure.

The commission said the investigation file was forwarded to the Director of Public Prosecutions, who approved the prosecution of the suspects after reviewing the evidence.

The eleven suspects were arrested and taken to the EACC South Rift Regional Office in Nakuru for processing ahead of their arraignment in court.

Meanwhile, the Commission has called on two remaining suspects — former Koibatek Sub-County Accountant Solomon Mwaura Kiratu and former NG-CDF Committee Secretary and alternate signatory Ann Mwihaki Mwangi — to surrender at any EACC office.
