County assemblies have been thrown into a spin due to financial ceilings placed on them by the Commission on Revenue Allocation (CRA). The ceilings have virtually made it impossible for them to discharge their duties and this has recently been the cause of conflicts between the county governments and the Houses.
Cases of assemblies opting to go on recess due to lack of funds to carry out their activities or workers going without pay for days on end have not been uncommon. There have even been reports of the assemblies lacking drinking water and basic utilities such as printing paper.
