By Martin Mutua The Cabinet has committed itself to full implementation of the new Constitution within one year — not the five set out in the Fifth Schedule. The Cabinet meeting under President Kibaki and Prime Minister Raila Odinga this week also decided the vetting of judges, completion of Supreme Court laws, and new electoral rules should be complete by Christmas. Sources said the remainder of the year could be the busiest for the Tenth Parliament given that the Government wants to table in the House the Bills it has prioritised.
