Nyamira Assembly creates the county’s equivalent of KRA

The assembly has passed a bill that will see well regulated collection and administration of its incomes.

The Nyamira County Revenue Bill will be the basis of formation of the Nyamira County Revenue Authority (NCRA) to run the fund collection venture.

Magambo MCA also the Chairman of the Budget and Appropriations Committee said the bylaw was long overdue and it was high time that its implementation started.

The bill outlines how the body will be formed, governed and operate with an aim of improving the region’s local revenue base which over the years has been Auditor General’s subject of concern.

Auditor General, Edward Ouko, has been questioning declining own generated revenue by the county in the last six years, queries which, according to Mr Onyinkwa, the author of the bill, will be rested.

Speaking in the Assembly yesterday, Onyinkwa said the Authority shall be governed by a board constituted through the Act and governed by an executive chairman who will be appointed by the governor with approval of the county Assembly.

The Authority Board that will be directly supervised by the County Finance Executive will be charged with approval and review of its own policy; monitoring of its own performance in carrying out its functions as well as disciplining and controlling of all collection staffs.

But it may not be joy for all because the formation of the authority spells doom for non-skilled workers who were deployed to collect revenue because the authority looks to relying on only the skilled.
