Reduce betting jackpot money to be distributed to all winners

One of the companies running a lottery is now showing on TV how winning numbers are picked, unlike other counterparts who call winners to say they have won, so a lot needs to be done by betting control board.

Let betting control make it a law that they reduce the jackpot so that the amount which is won can be distributed evenly to all winners. For example if the first person will get 10,000,000 let it be split to ten winners or even 20 winners so that more people win and do  development with this money unlike it being won by one person.
