County directors anxious as TSC advertises 20 posts

Anxiety has gripped the 47 County Directors after the Teachers Service Commission (TSC) called for applications for nearly half the slots.

Communication from the TSC said persons seeking to take up the 20 slots must be of job group P and above. The Standard on Saturday has established that the call for applications is in anticipation of retirement of the County Directors due next year.

The recruits will also fill up two of the counties –Kericho and Meru– that fell vacant.

But what is causing panic among the officers are reports that some may not have performed well and could be sacked or redeployed.

Those who spoke to The Standard on Saturday yesterday said there has been talk of redeployment and sacking but no formal communication has been made on the same.

“We have been waiting for it but now that they have advertised it could be that they are inching closer to making the changes,” said one of the directors.

It also emerged that the TSC could be planning to reshuffle the County Directors to remove some of them from comfort zones.

Potential candidates must have bachelor’s degree in education or postgraduate diploma in education from recognised universities.

“Applicants should be conversant with TSC operations at headquarters, counties and school level,” said TSC Chief Executive Officer Nancy Macharia.

The applicants must also be conversant with the current trends and reforms in the education sector. Masters degree will be an added advantage.

“They must also comply with Chapter Six of the Constitution,” she said.

Deadline for the applications is April 30. “Successful candidates will be deployed as County Directors in any of the 47 counties as and when such a vacancy arises,” Ms Macharia said.

The County Directors facilitate processing of teachers registration, manage placements and identify and deploy teachers to positions of responsibility in consultation with the TSC head office.

The directors coordinate promotion at county level and handle all discipline matters as per the TSC guidelines. They also ensure standards of education are maintained, monitor and evaluate performance of teachers and staff and submit performance appraisals reports to the head office.
