Details of CORD pre-election agreement revealed

The 2013 CORD pre-election agreement is valid until dissolution of Parliament but the coalition can collapse if two-thirds of the parties withdraw.

According to the pact, which designated Raila Odinga the presidential candidate and Kalonzo Musyoka his running mate, Moses Wetang'ula-led Ford Kenya party was to be given the position of Majority or Minority leader in either of the two Houses of Parliament.

"The provisions of this agreement shall apply to every election including any by-election held after the General Election of March 4, 2013, and before the expiry of the Parliament elected in the said General Election," reads part of the agreement.

The coalition shall stand dissolved if the parties agree in writing, and more than two-thirds of the coalition parties withdraw by a resolution of the highest decision-making organ of the said parties in writing.

All other positions in the post-election government will be distributed to political parties based on their electoral performance and through consensus.

The document signed by Raila, Kalonzo and Wetang'ula also states that the coalition shall stand dissolved if the 11the Parliament is dissolved.

The binding legal document currently deposited with the Registrar of Political Parties also states that the coalition partners will operate as per the agreed-upon structures and procedures.

"The coalition will always seek to make decisions built on consensus through constant consultation and willingness to compromise," reads part of the coalition agreement.

According to a pre-election agreement signed by three CORD co-principals, ODM and Wiper were to present candidates for president and deputy president respectively.

The document also bars any official, member or organs of the coalition from making unilateral decisions.
