Parastatal heads mentioned in Ethics and Anti-Corruption Commission list of shame

Former Central Bank of Kenya Governor Njuguna Ndungu, accused of irregular award for the tender to supply security CCTV systems

NAIROBI, KENYA: Several parastatal heads have been implicated in the Ethics and Anti-Corruption Commission’s list of shame tabled in Parliament on Tuesday.

Former Central Bank of Kenya governor Njuguna Ndungu, Export Processing Zone Authority, Kenya Meat Commission, Kenya Airports Authority and the Football Federation of Kenya heads are among those in the list of shame.

The former CBK Governor is accused of irregular award for the tender to supply security CCTV systems to BCBK.

Former Information Permanent Secretary Bitange Ndemo, Machakos Senator Johnstone Muthama, Ronald Musengi, Zablon Agwata, and David Ndolo are mentioned in irregular procurement of Konza Ranch.

Richard Kerich, Marwa Chacha, David Chingi and Meridian Medical Center  have been mentioned in NHIF saga. The report says the four engaged in irregular procurement of medical services for NHIF civil servant medical scheme.

Other notable figures in the list includes former IEBC CEO James Oswago who among others is accused of irregular award of tender for the procurement of electronic voter identification devices (EVID).

The former Managing Commissioner of Kenya Meat Commission (KMC0, Dr Ibrahim Haji Isaac is accused of misappropriation of funds, his case is under evidence analysis.
KMC's former secretary Irene Mbito is also facing allegations of irregular withdrawal of Sh3 million.
Richard Mutule, the former Chief Executive Officer of Export Processing Zone is under investigations for alleged fraud and financial improprieties on matters of bank transfers, advances, spending on foreign travel, training and imprest.
Football Federation of Kenya Secretary General Sam Mweya is being investigated for embezzlement of funds at the federation.

Former PS Rebecca Nabutola and Mr Allan Chenane of Tourism Fund/Catering Levy Trustee are accused of irregularities in tender for the construction of headquarters along Valley Road and various corrupt practices in the organisation.
It is reported that the award of tenders to buid CLT House at Valley Road was riddled with corruption.
PS Ministry of Tourism that time , Rebecca Nabutola and Chenane manipulated the tender process.

Lucy Mbugua, Charles Tonui and Alex Kabuga of Kenya Airports Authority, Kenya Pipeline Corporation and KENTRADE respectively are also mentioned in the list of shame.
It is alleged that KPC's Charles Tonui irregularly awarded tenders to Petro City, Redline Company and Lelan Koech and Company advocates. At KPC he is also facing land acquisition case at an inflated price of Sh545 million. Investigation into the case ongoing.
