South Sudan's president, rebel leader should face sanctions: UN panel

United Nations (United States) - A UN panel of experts has recommended imposing sanctions on South Sudan's president, rebel leader and two other top officials for their role in the country's brutal war, diplomats said Tuesday.

A list of four names was submitted to the UN Security Council in a confidential annex to a report by the panel, which also calls for an arms embargo on South Sudan.
