Anti-Doping Bill process nears end, says CEO of Anti-Doping Agency of Kenya

Japhter Rugut, the CEO of Anti-Doping Agency of Kenya (Adak) has exuded confidence that the Anti-Doping Bill 2016 will be passed on Tuesday in parliament.

“I was in parliament on Tuesday and our MPs looked determined to speed up the Bill. They all supported it and I could not hear any dissenting voices.

I hope they pass it so that by the end of next week, the President will have assented to it,” said Rugut when he presided over a one-day anti-doping seminar in Eldoret for police athletes.

On compliance with World Anti-Doping Agency (Wada), Rugut said, the Government needed to set up crucial legal framework – the Bill, the Policy and the Rules.

“Wada wanted the Government to confirm Adak’s financial independence; ensure it’s a separate body and well-funded with the policing power, to investigate and arbitrate disputes.

They also wanted to know issues on staffing structure and salary structure, which we are in the process of implementing,” he said.
