Adopt Vision 2030 paper, Waiguru asks MPs

Devolution and Planning Cabinet Secretary Anne Waiguru has urged MPs to approve the proposed Sessional Paper on Medium Term Plan (MTP) to facilitate the actualisation of the Vision 2030.

In a speech read on her behalf by Planning Principal Secretary Eng Peter Mangiti, the Cabinet Secretary asked legislators to adopt the document once tabled on the floor of the House to ensure the development blueprint is anchored on a sound policy framework for it to succeed.

Ms Waiguru said the passage of Sessional Paper 10 of 2012 on Kenya Vision 2030 was a major milestone but insisted that more policy inputs were required on the document to incorporate the manifesto of the jubilee administration.

She told Members of the Parliamentary Committee on Finance, Planning and Trade during a retreat at a Mombasa hotel that experience had shown the need to link national policies with planning and budgetary programmes to minimise wastage.  Waiguru said the ministry was working closely with the National Treasury to ensure that all government programmes were aligned to annual budgetary programmes.

“The government has issued guidelines to all ministries, departments and state agencies to prepare a five-year strategic plan to guide budgeting and implementation of priority areas in their areas of jurisdiction,” she said.

She expressed optimism that the new approach will minimise wastage of resources and create efficiency in the delivery of services.
