MPs are upset over a scheme by the Senate to make governors mere paper executives by increasing the bulk of cash under the control of the new County Development Boards (CBDs) to be chaired by senators.
The Senate had amended the County Allocation Revenue Bill 2014 to limit allocations for recurrent expenditure in the counties to 40 per cent, and increase that for development projects to 60 per cent.
