‘Watchies’ want to be part of election security

 Security guards want to be recognised as special police officers, arguing the law allows them to cooperate with other national security organs

Security guards have faulted Inspector the General (IG) of Police Joseph Boinnet for excluding them from offering security during the elections.

The guards thought they would provide security before, during and after elections since the National Police Service does to have adequate numbers for the task.

In a special gazette notice, officers have been seconded from National Intelligence Service, Kenya Wildlife Service, Kenya Forest Service, Prisons and the National Youth Service.

Kenya National Private Security Workers’ Union secretary general, Isaac Andabwa, said their exclusion was in bad test and challenged Boinnet and acting Interior CS Fred Matiang’i to be clear on whether they do not appreciate the role played by guards.

“I am surprised that police officers are not familiar with contents of the Private Security Regulation Act assented to by the President last year. When the Head of State invited us to State House, he was clear on our role and he asked the IG and Interior CS to work closely with us. It is disheartening that since then, there has never been any cooperation,” complained the official.

He nevertheless asked members who will be off-duty during voting day to voluntarily assist. “Let me request guards who will not be working to put on their uniforms and help in securing polling centres,” appealed Andabwa.

Article 45, section (1) of the Private Security Regulation Act, states that: whenever called upon by a national security organ, the IG or Interior CS, private security officers shall cooperate in the maintenance of law and order or in any other manner as may be provided for in the instrument of request.
