Report: Oscar Sudi, Omanga, Aduma among MPs yet to speak in Parliament

At least 10 MPs have never talked on the floor of Parliament, despite some of them being newsmakers daily, a report has revealed.

According to report by Mzalendo Trust, 45 MPs made less than 10 contributions in the House between September 2017 and December 2018, despite earning millions of shillings in salary and bloated allowances to legislate.

Those who have never uttered anything include the vocal Tanga Tanga stalwarts Oscar Sudi of Kapsaret,  Alex Kosgey (Jubilee, Emgwen) and their Nakuru West counterpart Samuel Arama.

Executive Director for Mzalendo Trust Caroline Gaita said some of the MPs yet to speak in Parliament are very vocal outside and are making the news daily.

“Some of these silent MPs are very loud functions outside Parliament,” she told the media.

Yet to talk

Others yet to open their mouth in the House include Joshua Aduma (ODM, Nyakach), James Wamacukuru (Jubilee, Kabete), Alfred Sambu (ANC, Webuye East) and Charles Kamuren (Jubilee, Baringo South) Justus Kizito (ODM, Shinyalu).

Kamuren came late to Parliament after a by-election conducted in August last year.

Also in the quiet group Women Reps Anab Mohamed (Garissa), Lilian Tomitom (West Pokot), Irene Kasalu (Kitui), Jane Wanjuki (Embu) and Jane Chebaibai (Elgeyo Marakwet).

Makadara’s George Aladwa and James Mwangi of Tetu are also among poor contributors having only talked once on the floor.

Ken Okoth (Kibra), Daniel Wanyama (Webuye West), Mathias Nyamabe (Kuria East) and Lokiru Ali (Turkana East) only spoke twice.

But Okoth has been unwell and away in the hospital for the better hence the bad show.

Beatrice Kones (Bomet East), Alfred Agoi (Sabatia), the vocal Moses Kuria (Gatundu South), Abdi Mude (Lafey), Charles Gimose (Vihiga) and James Lusweti (Kabuchai) have contributed thrice while Lemanken Aramat (Narok East).

Mercy Gakuya (Kasarani), Samuel Kinuthia (Subukia), Gabriel Tongoyo (Narok West) and Patrick Kimani (Thika Town) made four contributions each.

MPs who spoke five times during the period include Paul Mwirigi (Igembe South) and Annie Wanjiku (Gatundu North), Gabriel Mukuha (Githunguri), Shadrack Mose (Kitutu Masaba).

Other poor contributors include Jerusha Momanyi (Nyamira), Lydia Mizighi (Taita Taveta), Safia Sheikh (Marsabit), Amina Hassan (Mandera) and Asha Mohamed (Mombasa) who have spoken less than eight times.

Quiet senators

In the Senate Abdullahi Ibrahim (Wajir), Anwar Loitiptip (Lamu), Issa Juma Boy (Kwale), Philip Mpaayei (Kajiado), Prengei Victor (nominated), Falhada Dekow (nominated), Christine Gona (nominated), Millicent Omanga (nominated) and Mercy Chebeni (nominated) rank last in the number of times that they have articulated issues in the House.
