Senior officers grilled over ‘top police boss’ scandal

NAIVASHA, KENYA: Three senior police officers were on Monday summoned over a man who was arrested and charged with impersonating a senior police officer in Naivasha.

Rift Valley PPO John M’Mbijjiwe, his Central counterpart Francis Munyambu and the commandant of Anti-Stock Theft Unit, Remi Ngugi, were summoned to police headquarters, Nairobi, where they were grilled for the better part of the day.

Sources said they may be sent on compulsory leave pending outcomes of investigation into the saga. Two others are also likely to be summoned anytime. The move comes as a team appointed to conduct investigation into Mr Joshua Waiganjo’s operations and conduct began its work.

The team is led by Deputy Director of CID Gideon Kimilu and officials from the Office of the President. The team led by Mr Kimilu met on Monday to deliberate on the way forward given they have ten days to hand over a report on their findings. It is set to visit Nakuru and other areas where Waiganjo was said to harass locals.

President Kibaki and Prime Minister Raila Odinga ordered thorough investigation into the matter. The PM said the issue demonstrates how rotten the police service is and asked the Inspector General to conduct investigation.  Kibaki ordered investigation into the scandal, saying a new team of independent investigators had been selected.

Murky details

IG David Kimaiyo said a team of officers from Nairobi was investigating the matter.

President Kibaki said through Head of Public Service and Secretary to the Cabinet Francis Kimemia the team would be instructed to unearth a wide range of the murky details surrounding the embarrassing saga.

“Security is a crucial matter. Kenyans should be confident in their country. Stern action including prosecution should be taken against those culpable,” said Mr Kimemia.

Immediate former Commissioner of Police Mathew Iteere denied appointing Waiganjo as claimed by M’Mbijiwe.

Iteere said he is the one who ordered investigation into his activities in November after learning Waiganjo had accompanied M’Mbijiwe and Provincial Security Committee members to Baragoi.

“After receiving a report from the Head of Police Reforms, Mr Jonathan Koskei, indicating this man was aboard the police chopper that flew to Baragoi for the operation, I asked the CID to investigate the matter and take action,” he said.
