MP plans to build 270 classes using Constituency Development Fund cash

Luanda constituency will construct 270 classrooms by 2016 through the Constituency Development Fund (CDF) at an estimated cost of Sh108 million. MP Chris Omulele said the move is meant to provide a good learning environment for the students and at the same time, ease the burden of paying levies for the construction of classes by parents.

Speaking at Khumuseno Primary School after opening a set of new classrooms in various schools, Mr Omulele said the CDF Board had decided to build classrooms owing to the fact many were in bad condition. "The initiative will see each school get three ultramodern classes fully funded by CDF. Already, 130 classes have been constructed and hopefully by 2016, we will have achieved our target of constructing 270 classrooms," the MP said.

He said the constituency will spend 65 per cent of its budget allocation on education catering for development and bursaries. Omulele said CDF's impact on development cannot be underestimated adding that those agitating for its management by governors should involve the people in the decision making.

"If you look at the few roles that the counties were assigned, they have not shown genuine interest in making themselves more effective. Statistics show that some governors have been constructing one classroom at an estimated cost of Sh1.2 million. That is three times more than what we do with CDF. But if the people decide that CDF should be run by governors, then I will have no option but to accept," he said.
