Governor Evans Kidero said the revenue allocation module was not favourable to counties with large populations.

"Nairobi County used to get Sh14 billion when it was a council and this was reduced to Sh9 billion after devolution came into being," he said and urged the Commission on Revenue Allocation to consider relooking at the formula.

Dr Kidero was speaking when he opened a budget implementation session for city MCAs at Sawela Lodge in Naivasha.
