Kabarnet MCA put to task over poor funds allocation

A section of Kabarnet ward residents in Baringo County want to take their Member of County Assembly to court over alleged poor allocation of funds.

The residents have handed over a petition to the County Assembly detailing skewed allocation of funds to projects in the ward.

In a two-page memorandum, residents of Kiboino and Kabarnet town claim they have been left out on development projects by area MCA Johanna Chebon.

The residents now want the County Assembly not to pass the budget estimates for 2016/17 without factoring in the wishes of the public captured during the public hearings forum conducted by the executive and the assembly.

“The County Assembly ought to consider rejecting the budget estimates proposals because it contravenes the national values and principles of good governance as enshrines in the Constitution,” reads the appeal handed over to the Clerk.

Contacted for comment, Mr Chebon called on the residents to be patient as he sorts out the matter.

“They should be patient for next financial year,” he told The Standard on Sunday.

Davidson Ongubo who is among the petitioners said unless the issue of skewed resources is addressed, residents will be forced to seek redress from the courts.

Mr Ongubo said the community’s needs documented during public participation budget forums should be considered and their concerns addressed urgently.

“The MCA has shortchanged the residents of Kabarnet Soi by allocating most of the development funds to one sub-location, where he comes from,” he said.

Peter Kipkulei, a resident said: “How can development projects be concentrated in Kapyemit location and community priorities are not factored in the budget document?”

The petitioners declared that they will not allow the Sh23.3million meant for ward development to be used to serve political interests.
