Mystery of car parked and untouched in Nairobi CBD for months

Are there some people in this country simply untouchable? Or how do you explain a situation where someone parks a car along a busy street in Nairobi CBD for several months and nobody touches it?

Behind Kenyatta Avenue next to Post bank off Muindi Bingu Street, a mystery Volvo has been occupying a prime parking slot for close to a year. No one including the hawk-eyed county employees who clamp cars whose owners have not paid for parking fees seem to notice it.
