After an acrimonious debate the parliamentary select committee on constitution, has reached a consensus on the contentious chapter on devolution. The committee has reversed its earlier proposal to have the country divided into 18 regions under a new constitution .Instead the committee has resolved that 47 counties shall be established to be used as units for allocating and distributing resources. The team is now racing against time to complete debate on remaining chapters on the harmonised draft constitution.
