When I heard that there was a state emergency in Tokyo, I knew that there must be very strict rules of people especially been out at night.

 What I found though is a different picture. Until even 1 am in the morning you can still see a number of cars stopping at street lights and people walking around, which shows that there is no curfew-like we have back in Nairobi.
