City boss spends six hours behind bars for contempt of court

Nairobi, Kenya: City Inspectorate Director Hillary Wambugu Tuesday spent six hours in the basement cells of the High Court after pleading guilty to contempt of court charges.

But Justice David Majanja later discharged Mr Wambugu, warning that he should take the court seriously when asked to appear.

“I am discharging you but make sure that next time you obey the orders of the court and respond to its requirements,” Majanja said.

The court order was issued last week specifically instructing Mr Wambugu to appear in person to explain the city administration’s plan to make available space for public gatherings.

Advocate Eddie Amadi informed the court that the city administration had set aside areas for use by members of the public for various gatherings but prohibited street meetings that obstruct traffic.

The Inspectorate has set aside Uhuru Park, Jeevanjee Gardens, Kamkunji and City Park for public meetings.

These will only be available to members of the public who pay a fee as charged by the county government in line with the city by-laws. Those who go against this law could face arrest.
