Law legalising busaa in the offing

Bungoma, Kenya: The Bungoma County Alcoholic Drinks Control Bill 2014 is still pending in the assembly a year after it was tabled.

Among other things, the proposed law seeks to legalise busaa, a popular traditional brew in the area, and has gone through various stages including public participation and scrutiny.

Governor Kenneth Lusaka said once passed, the proposed law will see residents take their favourite drinks in an hygienic environment.

Assembly Speaker John Makali said debate on the proposed law had been deferred to allow for further consultations and possible amendments.

"We want the committee concerned to interrogate the whole process especially with regard to legalisation of consumption of busaa to avoid loopholes that can cause problems in future," said Mr Makali.

Once it was introduced in the House, the bill faced resistance from Church leaders who questioned the rush to pass it.

Anglican Church of Kenya (ACK) Bishop George Mechumo said legalising the traditional brew would hinder development and affect the quality of education in the region.

''I am are appealing to Governor Lusaka not to sign this bill into law because it will make our people to spend most of their time drinking at the expense of working'' said Bishop Mechumo. Assembly Majority Leader Majimbo Okumu defended the proposed law, saying although it seeks to legalise busaa, it also restricts consumption of the brew.
