The Parliamentary Budget and Appropriations Committee intends to summon Cabinet Secretary for National Treasury Henry Rotich over devolution of funds.
The committee wants Mr Rotich to shed light on how funds meant for HIV prevention as well as procurement of vaccines for control of TB and Malaria were devolved from national Government to the counties.
The Government devolved some Sh65 billion, part of the Sh210 billion global funding for Malaria, HIV and TB.
Treasury is already aware of this matter and has admitted that these funds were erroneously allocated to county governments, said Fred Segor, principal secretary-Ministry of Health.
He made these remarks yesterday while presenting the health sector Medium Term Expenditure Framework Report 2014-2017 before the Mutava Musyimi led committee. Although health services are one of the functions that have been fully devolved to the county governments.
There are several cases of county governments that have already delinked from the Kenya Medical Supplies Agency, raising questions on quality of drugs within these counties.
