Interior ministry most corrupt, report indicates

The Ministry of Interior has the highest incidence of corruption in the country, the anti-graft agency said yesterday.

According to the report, corruption in the docket fell from 59.6 per cent in 2012 to 40.3 per cent in 2015, but it still remains the most corrupt.

The Interior ministry, which is headed by Cabinet Secretary John Nkaissery, is followed by Health (14.3 per cent) and Lands (11.3 per cent).

At position four in the corruption list is Education (9.9 per cent) followed by Transport and Infrastructure (6.1 per cent) and Devolution and Planning (5.1 per cent).

Defence follows at number seven with 3.5 per cent while Agriculture is next at 2.4 per cent.

Complained openly

The Education ministry has been in the news over leaks of last year’s Kenya Certificate of Primary Education (KCPE) and the Kenya Certificate of Secondary Education (KCSE) examinations.

Last November, President Uhuru Kenyatta transferred Fred Matiang’i from the Information and Technology docket to Education, replacing Prof Jacob Kaimenyi, who was moved to the Lands ministry.

Kaimenyi has openly complained about the high level of corruption in his ministry.

The Devolution and Planning ministry has been in the news over a Sh791 million National Youth Service (NYS) scam, which forced former Cabinet Secretary Anne Waiguru to quit.

The Ministry of Water and Irrigation is at number nine with two per cent while the Finance and National Treasury, which the Opposition has criticised over the way it handled the Eurobond money,  is at position 10 with 1.7 per cent.

The Labour and East African Cooperation Affairs docket is at position 11 with 0.9 per cent.

The Labour ministry is followed by Energy and Petroleum (0.5 per cent), Sports, Arts and Culture (0.3 per cent), Industrialisation (0.2 per cent) and Tourism (0.1 per cent).
