Police Commissioner Hussein Ali presented proposals to the taskforce on police reforms.
Maj-Gen Ali, who was accompanied by senior police officers, is understood to have drawn his reform proposals from the 2005-2008 Police Strategic Reforms booklet.
He told the Kenya National Taskforce on Police Reforms that the force is eager for reforms.
The session, held in camera, took more than two hours.
He explained the weaknesses and strengths of the force and proposed a merger of the regular and Administration Police.

AP Commandant Kinuthia Mbugua is expected before the taskforce this morning at KICC.
He is expected to propose the formation of metropolitan and marine police units.
The taskforce is led by retired judge Philip Ransley. The public, professional bodies and institutions have until June 15 to submit their memoranda at Bruce House for consideration and adoption.
The team will recommend an institutional arrangement to oversee the implementation of the reforms and review police preparedness to combat insecurity.
These are the first steps by the team for the long-awaited police reforms recommended in Agenda Four of the National Accord, Kriegler and Waki reports.
Police merger
The Waki Report also recommended the merger of regular and Administration Police.
The taskforce will examine competencies, skills, knowledge and attitude of the police and review the human resource management and development policies, recruitment, deployment, training and career progression.
Members of the team are retired Judge Sarah Ondeyo, Bishop Alfred Rotich, Mohammed Ali Saleh, lawyer Macharia Njeru, Kyalo Mbabu, former police reservist Mike Harris and Attorney-General Amos Wako.
The others are PSs Francis Kimemia (Internal Security), Mohammed Isahakia (Office of the Prime Minister), Joseph Kinyua (Finance) and their counterparts in the Public Service, Justice, National Cohesion and Constitutional Affairs, the chairman of the Law Reform Commission, the chairman of the Kenya National Commission on Human Rights and director of the Kenya Institute of Public Policy Research and Analysis.
