Muite faults ‘one man, one vote’ approach in boundary review

The Kenya National Commission on Human Rights (KNHRC) says it supports the system of governance that checks the powers of the Executive and strengthens other institutions.

"We do not want a system where the winner takes it all. We cannot have a powerful president. Power must be shared," said KNCHR Chairperson Florence Jaoko.

She said the issue of governance has been a contentious one and the Committee of Experts (CoE) needs to bring it to the public for debate before doing a final draft.

Senior Counsel Paul Muite however said the most fundamental issue the committee should have developed consensus on is representation.

"Irrespective of whether Kenyans will adopt parliamentary or hybrid system of government, the core issue the CoE should have agreed on is representation of people on constituency level," he said

Muite said the CoE should divide Kenya into three categories —urban, rural densely populated, arid and semi arid. He said the focus should not be about ‘one man, one vote’.

"We have to be equitable," he said.
