Who pays for this psychopath’s letter writing?

For the last 15 years, a man has been writing letters to prominent citizens threatening to kill them. The man, according to Internal Security Minister Prof George Saitoti, has neither been arrested nor traced.

That means for 15 years, National Security Intelligence, CID and Kenya Police bosses have been drawing salaries for doing nothing meaningful to internal security, except to receive and file letters purportedly written by a "psychopath".

How else would one explain the speed at which State House reacted when Gitobu Imanyara tabled a letter in Parliament he alleged contained death threats against him and his Gichugu colleague, Martha Karua?

Imanyara said he found the letter in his pigeonhole in Parliament. That means the handwritten letter containing chilling warnings of how he would be executed was brought by someone who competently understands the security of Parliament.

If Imanyara acted "carelessly" as State House alleged, then it is because of the recent executions of Oscar King’ara and his colleague, Paul Oulu. One should not take such warnings lightly.

Instead of investigating or accepting that it has been unable to track down the notorious letter writer, the State dismissed Imanyara. The occupants of the house on the hill said the Imenti Central MP had sunk to "his lowest political ebb" by making "careless, unfounded and callous statements against the First Family".

It should be remembered that bosses in March, the State rejected US offer of FBI agents to investigate the executions of the Oscar Foundation. It should also be recalled that the police have failed to identify the killers of the human rights activists.

Therefore, one can conclude that the State has commissioned a "serial psychopath" who has been on the prowl for 15 years. Obviously, no effort has been made to apprehend the person, let alone stop the chilling letters.

How else does one explain Saitoti’s own admission that the psychopath has authored and dispatched "over 50 similar sensational letters hinging on security matters"?

The next time you receive a letter claiming to be from Kwekwe squad, refer to this excerpt in William Shakespeare’s Romeo and Juliet:

BENVOLIO: Tybalt, the kinsman of old Capulet,

Hath sent a letter to his father's house.

MERCUTIO: A challenge, on my life.

BENVOLIO: Romeo will answer it.

MERCUTIO: Any man that can write may answer a letter.

BENVOLIO: Nay, he will answer the letter's master, how he dares, being dared.
